The attached certificate confirms that you have been nominated for the Provincial Nominee Program. You must apply to Immigration, Refugees and Citizenship Canada (IRCC) before the nomination expiry date listed on the certificate. Please note this is not valid for Express Entry.
Visit IRCC’s website (IRCC Non-Express Entry Provincial Nominee) for instructions and forms for applying for permanent residence for a non-Express Entry nominee. IRCC must receive your complete application before the nomination certificate expiry date indicated.

Application process for non-EE PNP application
In-Canada applicants
IRCC has put in place a temporary public policy for immigration medical exams (IMEs) until October 6, 2024.
If you completed an IME within 5 years of submitting your new application, include the IME number (or the unique medical identifier number) from your previous exam in your current application.
You may be exempt from completing another IME if you meet all of these conditions:
- You applied, or are applying, for either permanent residence or temporary residence.
- You already live in Canada.
- You completed your previous IME in the last 5 years.
- Your previous IME indicated a low risk or no risk to public health or public safety.

Supporting Documents for Provincial Nominee Program (PNP) (required)
Upload all of the required supporting documents for your immigration program.
Document labelling:
If you have more than one document to upload under any one category, upload each one separately with a unique name (for example: Police_Certificate1, Police_Certificate2, Police_Certificate3).
- Use this naming convention to label your documents: “Last Name - First Name – Document type - #.” For example: “Wong - John - Proof of Education -1.”
- Visit the guide(opens in a new browser tab) for permanent resident photos for instructions.
- Accepted file types: PDF, JPG, JPEG, PNG, DOC, and DOCX
- Accepted file size: File size should be 4 MB maximum and photos should be 420x540 pixels minimum.
- Accepted characters for file names: File names can only contain the following characters: “A-Z” “a-z” “0-9” “-“ “_” “.”
- Travel documents and passports
- Confirmation of nomination
- Sent by PNPInfo@gov.bc.ca
- Proof of language proficiency
- Not required for BCPNP-IPG non-EE stream
- Police certificates and clearances
- Provide clearances for any place you have lived for more than 6 months, excluding Canada.
- Accredited translation if the original copy is not in English.

Additional notes
Apply for TRV in Canada
If you applied for a new temporary resident visa, or a study or temporary work permit from within Canada you
- must mail us your passport
- can’t submit your passport in person
Read the details in your passport request letter and follow the instructions below.
You should wait until you have your passport back before booking travel outside Canada.
Mailing instructions
- Send us your passport by mail (Canada Post) or courier. Choose and pay for a mailing service:
- If you’re not using a courier service, we recommend you use Canada Post’s Xpresspost or Priority Post services so you can track your envelopes.
- The mailing service you choose will determine how fast it will take for your passport to be returned to you.
- Purchase 2 prepaid envelopes:
- If you live in Ontario or Quebec, purchase regional envelopes.
- If you live in another province or territory, purchase national envelopes.
- Envelope sizes:
- To send us your passport:
- 1 letter-size envelope (318 x 241 mm)
- For us to mail you back your passport:
- 1 standard-size envelope (260 x 159 mm)
- To send us your passport:

Write down the tracking numbers for both envelopes. To track your envelopes with Canada Post or with your courier service:
- Use the tracking number for the letter-size envelope to find out when we receive your passport at our office.
- Use the tracking number for the return envelope (standard-size), to find out when we mail it back to you.

Prepare your package:
- Write your full mailing address on the return envelope (standard-size) in the “Deliver to” field.
- In the letter-size envelope, put:
- your passport
- a copy of your passport request letter showing your unique client identifier (UCI) and application numbers
- the return envelope with your address on it
